Once upon a time...


Once upon a time in a kingdom far...far far away, in the self-deception Kingdom, was a boy. An ordinary boy with a dream. That was, to grow up, and to become a good doctor. He had a friend with cancer. The people, based on advice that heard by many doctors, they tried to cure his friend, however, unsuccessfully. Something with the treatment was really problematic. Paracetamol did not heal the child. So the boy decided to find a way. A few months later, the sick boy died. A few years later, the boy also died. He suffered cancer. Even though a boy from his neighborhood bought him new and better than the previous aspirins, the young man died.

Book Review: “Failed States, the Abuse of Power and the Assault on Democracy”, by Noam Chomsky

Noam Chomsky, Failed States, the Abuse of Power and the Assault on Democracy (Penguin Books)  




The term failed states has been used by social and political scientists, in order to identify countries that present serious and lasting malfunctions[1]. Failed states are usually characterized by internal instability, major social contradictions, and ethnic and/or religious conflicts; while the most common example of a failed state is Somalia[2]. However, Chomsky’s book Failed States, the Abuse of Power and the Assault on Democracy offers a different approach to the issue through redefining the content of the terminological basis. This new conceptual framework introduces a set of factors determining the US as the greatest failed state. In this light, Chomsky develops a multidimensional analysis in order to examine various aspects that compose the USA’s identity as a “failed state” in both its domestic and foreign policy.
Although this book is comprehensive, it could be seen as a continuation of Hegemony or Survival, Chomsky’s previous book. The purpose of this reference arises from the fact that, in Failed States, he has expanded his approach on the “democratic deficit” that characterizes the domestic socio-political structure of the US. Accepting the key aspects that define a failed state, Chomsky raises the question of whether the socio-political structures and wider governance system make the US as a prosperous democracy. In this context, the basic argument that occurs to demonstrate the “failed” US role as a democratic superpower, are its great domestic social and economic contradictions.
More specifically, the economic, social, and political contradictions between the American people, is a phenomenon that was created by the nature of the system and cannot be changed because of its design. In support of this argument, Chomsky highlights that, while throughout the years (1989-1998) the wealth in the US was increased by 42%, the salaries of citizens either remained constant or decreased. Therefore, the neoliberal model of massive privatizations, which was intensified under President Reagan, not only did it raise the living standards of the citizens, in contrast, it  brought significant and adverse changes. Additionally, the author gives emphasis on the negative impact of the mass media, to the temperament and critical thinking of the American people[3].
 Thus, the various pieces that shape the puzzle of the U.S. domestic realities are directly related to the “undemocratic” aspects of its foreign policy. That is, the failure of the government to secure conditions of prosperity for the people in connection with the low level of ideological and political confrontation (mainly because of the role of large corporations and the media), far from legitimizing the role of the US as an international “policeman”, arbiter and protector of the global order.
 On the other hand, Chomsky overwhelmingly criticizes the US foreign policy by analyzing his argument against  the assertion  the US has the right, duty, and obligation to intervene militarily within other countries  with the excuse of  democratic functioning, protection of human rights, and the prevention of the international terrorism threats (9 / 11 onwards). More Specifically, Chomsky addresses the question of U.S. foreign policy through a comprehensive historical overview of various regional and international conflicts and its role in each case separately.
 Furthermore, his analysis clarifies the fact that among the different cases there are important distinctions, both in terms of time and space. He clarifies that, regardless the legality of the US’s actions (with or without UN backing), moral legitimacy is not implied. Apart from the direct military interventions (Afghanistan, Iraq, Yugoslavia, etc) the criticism includes a set of cases where US involvement was indirect (Arab-Israeli conflict, Middle East, Nicaragua, Haiti, etc). Chomsky strongly focuses his attention on the period of the Bush administration and the war in Iraq in 2003. This particular case constitutes the most important evidence for the enhancement of the argument on anti-democratic credentials in the U.S. foreign policy. The intervention in Iraq not only did it have the moral legitimacy of the American people, but not even under the legal umbrella of the UN.
 In addition, Chomsky puts into the failure of the US in a different level. The arrogance displayed by the Bush administration in the Iraqi intervention in 2003, defying the UN Security Council decision for non-intervention, was continuously accompanied by the systematic bypassing of fundamental international conventions. Two of the main cases mentioned in the analysis are the Geneva Convention regarding the rights abuses of prisoners in Guantanamo, and the Kyoto protocol on the issue of climate change. In both cases, although its substantial role in shaping decisions, the US not only did it fail to implement these decisions, but also did not take any new regulations on countering the effects of climate change and environmental transformation, while Guantanamo, is continually being treated the same way. Lastly, Chomsky also strongly criticizes the failure of the US to implement the decisions on reductions in nuclear weapons.
 Based on the above, it becomes clear that Chomsky in Failed States: The Abuse of power and assault on democracy, makes a scathing attack on US policies and tactics, both at the level of domestic administration and foreign imperialistic strategies. The key element identified to support his argument on the failed American state is the “democratic deficit” that characterizes the contemporary American reality. Also, it becomes very clear from the beginning that Chomsky supports each of his arguments, by using numerous documentations.
However, his highly caustic, sarcastic, and sometimes ironic writing style, could lead to negative comments about the book as a whole[4]. Additionally, the strong aversion to the American/neo-liberal system and particularly during the period of George W. Bush (emphasis on the invasion of Iraq) is a key element of subjectivity regarding the process of drawing conclusions upon the questions that initially set to the reader[5]. In parallel, the absoluteness and exclusiveness of apportioning blame to the U.S., for the vast majority of the existing issues in the international political scene, could be attributed to the writer’s tendency of subjectivity and unilateralism[6]. Nevertheless, it is undisputed that this book offers an interesting new approach to international policies both in terms of the US foreign policy, but also a comprehensive critique of traditional Western theoretical perspectives.

Το μέλλον έρχεται γρηγορότερα…

"Το μέλλον έρχεται γρηγορότερα…", του `Ακη Φωκά

Το μέλλον που με ενδιαφέρει, γίνεται το παρελθόν που διαμορφώνεται κάθε στιγμή, κάθε δευτερόλεπτο. Μέχρι να ολοκληρώσω το παρόν άρθρο θα αποτελεί ολόκληρο παρελθόν. Αδυσώπητος ο χρόνος και ανίκητος συνάμα. Ο χρόνος όμως είναι η μοναδική ενεργός διάσταση και έχουμε κάθε δικαίωμα- ανάγκη θα έλεγα- να ασχοληθούμε μαζί του. Όσα ο χρόνος άφησε πίσω του, είναι τα βιώματα μας, είναι η συσσωρευμένη εμπειρία είναι το ορμητήριο. Είναι στην ουσία τα δεδομένα, που καταδεικνύουν τους νόμους και τη διαλεκτική της εξέλιξης. Τίποτα δεν λειτουργεί έξω από νόμους. Οι κυρίαρχοι όμως νόμοι, είναι αυτοί της ιστορικής υλιστικής εξέλιξης, οι οποίοι διέπουν τα πάντα. Το παρελθόν λοιπόν, είναι οι φάσεις της εξέλιξης που προηγήθηκαν και λαμβάνουν χώρα κάθε στιγμή.
Θα μπορούσε να ασχοληθεί κάποιος πολύ, με την έννοια του χρόνου. Ο χρόνος όμως δεν θα είχε νόημα αν δεν υπήρχε ο χώρος. Οι ταχύτητες και οι πλοκές είναι σε σχέση με το χώρο που περιγράφονται και γίνονται αντιληπτές. Το σύγχρονο χαρακτηριστικό του πλανήτη μας, έχει να κάνει με την αλλαγή των ταχυτήτων, την τρομακτική αλλαγή της εξάπλωσης και της διάδοσης των διεργασιών. Όσο μεγαλώνει η ταχύτητα, όμως, τόσο πιο δύσκολο είναι να την ελέγξεις. Πέρα από το χώρο του πλανήτη, οι υπόλοιπες ταχύτητες παραμένουν ανεπηρέαστες. Η ταχύτητα που ταξιδεύει ο ήχος, σε απόλυτους φυσικούς νόμους, παραμένει η ίδια. Η ταχύτητα όμως που ένα φωνητικό μήνυμα μπορεί να ταξιδέψει μέσω της τεχνολογίας του σήμερα, σε σύγκριση με άλλες προηγούμενες εποχές, είναι από μερικές μέχρι εκατομμύρια φορές, μεγαλύτερη. Το ίδιο και η ταχύτητα διάδοσης της εικόνας, της πληροφόρησης, των μηνυμάτων. Όλα όμως υπόκεινται στο βασικό συντελεστή που ονομάζεται χώρος, στη βασική κλίμακα, στο βασικό πλαίσιο. Ο χώρος, είναι το απαραίτητο εκείνο βασικό πλαίσιο, όπου λαμβάνουν χώρα όλες οι διεργασίες, όλες οι πλοκές, όλα τα αποτελέσματα. Ο χώρος μας είναι ο πλανήτης, όπως είναι οι ήπειροι, όπως είναι ο ιδιαίτερος τόπος του καθενός. Το είδος και η ταχύτητα των διεργασιών που λαμβάνουν χώρα, επηρεάζουν την ποιότητα του διαμορφούμενου χώρου, σε τοπικό περιφερειακό και παγκόσμιο επίπεδο.  Οι πράξεις του ανθρώπου, ως αναπόσπαστου μέρους, του ευρύτερου συστήματος -στην συγκεκριμένη περίπτωση του οικοσυστήματος- επηρεάζουν και επηρεάζονται από τους νόμους της ισορροπίας του συστήματος.
Θέλω όμως σε αυτό το σημείο, να περπατήσω με το γράψιμο μου, στον ακριβή μας χώρο, στο πλανήτη, με στόχο να καταδείξω μια βασική αντίθεση της δραστηριότητας του ανθρώπινου είδους, σε σχέση με όλα τα υπόλοιπα καθώς και σε σχέση με την ισορροπία του συστήματος. Κάθε είδος διεξάγει το δικό του μοναδικό αγώνα επιβίωσης, σε σχέση με τα υπόλοιπα είδη, σε σχέση με τις αντιξοότητες του κλίματος, σε σχέση με τις ιδιαίτερες γεωγραφικές συνθήκες. Εξάλλου η βασική κατηγοριοποίηση των ζωντανών οργανισμών, κατατάσσει τα είδη είτε σε χορτοφάγα, είτε σε σαρκοβόρα. Και με βάση αυτή λοιπόν την κατάταξη, μπορεί πλέον ο καθένας να αντιληφθεί την αγωνία των αδύναμων ειδών, σε σχέση με τα υπόλοιπα, για επιβίωση στην αδυσώπητη αυτή μάχη. Κανένα είδος δεν κινδυνεύει με εξαφάνιση ή εξαθλίωση των συνθηκών ζωής του αν δεν απειλείται από άλλο πιο δυνατό είδος, εκτός εάν οι οικολογικές συνθήκες αλλάξουν δυσμενώς, οπότε αν είναι αδύνατο να προσαρμοστεί, τότε αναπόφευκτα εξαφανίζεται σταδιακά.
Το άρθρο αυτό πρέπει να περιορίσει την έκταση του, καθώς η περαιτέρω ανάλυση θα επηρεάσει το βασικό στόχο, που είναι η ανάδειξη του ανηλεούς, αντι-οικολογικού αλλά και απάνθρωπου χαρακτήρα, του κυρίαρχου οικονομικού, κοινωνικού και πολιτικού συστήματος, που το ανθρώπινο είδος έχει διαμορφώσει. Το 2011, σύμφωνα με τα επίσημα στοιχεία έχει παραχθεί σε παγκόσμιο επίπεδο, πλούτος 79 τρισεκατομμυρίων δολαρίων. Με βάση το νούμερο αυτό, και με πληθυσμό στα τέλη του 2011, τα 7 δισεκατομμύρια ανθρώπους, αντιστοιχεί σε κάθε άνθρωπο στο πλανήτη, ένα ποσό της τάξης των 11.800 δολαρίων. Το 2000, ο παγκόσμια παραγόμενος πλούτος ήταν 41 τρισεκατομμύρια δολάρια. Ο πληθυσμός του πλανήτη το έτος 2000 ήταν 6.1 δισεκατομμύρια άνθρωποι, οπότε αντιστοιχούσε στον κάθε άνθρωπο ένα ποσό των 6, 800 δολαρίων. Τι συμπεράσματα μπορεί κάποιος να εξάγει από αυτή την παράθεση αριθμών; Το ποσοστό των ανθρώπων που ζούσαν σε συνθήκες απόλυτης φτώχειας το 2000 ήταν περίπου το 40% του παγκόσμιου πληθυσμού, (1.2 δισεκατομμύρια με λιγότερο από ένα δολάριο την ημέρα ενώ ένα άλλο 20% ζούσε με λιγότερο από δυο δολάρια την ημέρα). Από το 2000 μέχρι τα τέλη του 2011, μόλις σε έντεκα χρόνια, το παγκόσμιο οικονομικό σύστημα, έχει πετύχει διπλασιασμό στην αύξηση του πλούτου. Είναι ένα τρομακτικό νούμερο, αν αναλογιστεί κανείς πως  χρειάστηκαν προηγουμένως, εκατομμύρια χρόνια για να επιτύχει η ανθρωπότητα αυτό το νούμερο των 41 τρισεκατομμυρίων δολαρίων που καταγράφηκε το 2000, σε μια χρονιά οριακή. Μέσα σε έντεκα μόνο χρόνια επιτεύχθηκε διπλασιασμός του πλούτου, ενώ είχαμε μια αύξηση του πληθυσμού κατά 15%. 
Σήμερα, 2.5 δισεκατομμύρια άνθρωποι, το ένα τρίτο του παγκόσμιου πληθυσμού ζει με λιγότερο από δυο δολάρια την ημέρα. Ενώ σε έντεκα χρόνια έχει επιτευχθεί διπλασιασμός του παγκόσμια παραγόμενου πλούτου, το χάσμα μεταξύ πλούσιων και φτωχών μεγεθύνει αντί να σμικρύνει. Ενώ ο πλούτος διπλασιάστηκε, η ίση κατανομή του δεν διευρύνθηκε. Που πήγε τούτος ο πλούτος; Γιατί σήμερα ενώ υπερσυσσωρεύτηκε αυτός ο πλούτος, έχει εμπεδωθεί η πολιτική των περικοπών και των μειώσεων των εισοδημάτων των εργαζομένων, των απλών ανθρώπων; Δεν αποτελεί μέγιστη ανεπάρκεια της επικρατούσας λογικής περί οικονομικών δυσχερειών και κρίσης; Ποιανού την κρίση συζητάμε και ποιανού την κρίση καλείται ο κόσμος σήμερα να χρηματοδοτήσει;
Ο υπογράφων θα επανέλθει επί του θέματος, αλλά ως κλείσιμο στο παρόν άρθρο θα ήθελα να επισημάνω ξανά την έννοια και την σημαντικότητα του χώρου και του χρόνου. Όπως το κυρίαρχο καπιταλιστικό σύστημα έχει μέσα σε δευτερόλεπτα ιστορικής εξέλιξης, επιτύχει αυτό το διπλασιασμό του πλούτου, έχει επίσης επιτύχει την σμίκρυνση και του χώρου. Έχει επίσης επιτύχει την όξυνση των οικονομικών και κοινωνικών αντιθέσεων, μέσα σε ένα σαφώς πιο περιορισμένο χώρο πλέον, όπου εκτός από την διακίνηση των κεφαλαίων μπορούν και άλλα πράγματα να διακινούνται ταχύτατα. Ο πλανήτης σήμερα μοιάζει με ένα μπαλόνι, που ενώ το φουσκώνεις με αέρα, το πιέζεις περιορίζοντας το χώρο του. Οι αντοχές είναι ήδη εξαντλημένες, λόγω περιορισμένων φυσικών πόρων και οικολογικής διατάραξης. Ο άνθρωπος, θα πρέπει να μπορέσει να ελέγξει και να εξαφανίσει κατεπειγόντως, το θηρίο που ο ίδιος έπλασε, αλλά αναπτύσσεται πλέον χωρίς κανένα περιορισμό και ίσως χωρίς έλεγχο. Το παγκόσμιο πλέον οικονομικό και κοινωνικό σύστημα, την καπιταλιστική μορφή οργάνωσης της οικονομίας και της κοινωνίας. Ο χρόνος τρέχει με ασύλληπτη ταχύτητα όπως καταγράφηκε πιο πάνω, τα περιθώρια στενεύουν, ο άνθρωπος υποδουλώνεται στο σύστημα και ο πλανήτης καταρρέει. Η μόνη σταθερή και αναλλοίωτη συνθήκη σε αυτή την εξίσωση, ακούει στο όνομα Αλλαγή. Η έκρηξη της αλλαγής , όποια μορφή και αν πάρει αυτή, δεν είναι πλέον μακριά.

Ζήτω το Φατσοβιβλίο…Ζήτω η επανάσταση!

Ζήτω το Φατσοβιβλίο…Ζήτω η επανάσταση!

Το φατσοβιβλίο (γνωστόν και ως facebook) προέβει προσφάτως στην διαγραφή από το σύστημά του, του προφίλ της ΧΑ καθώς και μελών/στελεχών της. Ουάου... Νενικήκαμεν! Ζήτω το διαδικτυακό, επαναστατικό, δραστήριο κίνημα! Και τώρα…?Τώρα τι? Πώς θα εκτονώνει την αντιφασιστική οργή του, το διαδικτυακό, επαναστατικό, δραστήριο, πολιτικοποιημένο, μη κομματικοποιημένο, μη καπελωμένο κίνημα?
Βεβαίως κάποιοι πιθανόν να μου ανταπαντήσουν. Είναι κακό το ότι έχει ένα λιγότερο βήμα έκφρασης μια φασιστική-νεοναζιστική οργάνωση? Είναι κακό το ότι, ένα μέσο κοινωνικής δικτύωσης όπως το φατσοβιβλίο, απαγορεύει την δράση/ύπαρξη τέτοιων ακραίων μορφών παρέμβασης? Η απάντηση μου είναι ασφαλώς και όχι. Γιατί να είναι κακό? Είναι όμως υποκριτικό, και στην πράξη, η σημασία του είναι πολύ συγκεκριμένη και περιορισμένη. Είναι υποκριτικό γιατί, σε άλλες περιπτώσεις, όπως λόγου χάριν η περίπτωση ψεύτικων προφίλ (βλ. υπόθεση Αλέκας Παπαρήγα), παρά τις επανειλημμένες καταγγελίες (ή reports), οι διαχειριστές της σελίδας δεν επέδειξαν αντίστοιχη προθυμία…
Ασφαλώς, το πιο πάνω δεν αποτελεί την ουσία, αλλά μια επιπλέον μομφή προς την ύπαρξη και δημοκρατικότητα (με αστικούς όρους), του εν λόγω μέσου κοινωνικής δικτύωσης. Εδώ να ξεκαθαρίσω ότι, με αυτό το σχόλιο, επ ουδενί λόγο δεν θέλω να αφήσω υπόνοιες για θεωρίες συνομωσίας και άλλα μεταφυσικά…ή παραφυσικά σενάρια. Απλώς υποσημειώνω την αξία, φερεγγυότητα και συνέπεια του φατσοβιβλίου ...για να μην τρελαθούμε εντελώς.
Συνεπώς το ζήτημα που προκύπτει είναι,  τι είναι η ΧΑ, ποιός είναι ο ρόλος της, και ποιος ο τρόπος αντιμετώπισής της? Ο προσδιορισμός ενός κοινωνικού, πολιτικού, και οικονομικού φαινομένου μπορεί να γίνει με πολλούς και διαφορετικούς τρόπους. Επιστημονικά, η ορθότερη μεθοδολογική προσέγγιση είναι η κριτική διασταύρωση των διαφόρων πηγών, που άπτονται, επιδεικνύουν και εξιστορούν, την ιστορική εξέλιξη του κάθε ζητήματος. Στην συγκεκριμένη περίπτωση, το φαινόμενο της Χρυσής Αυγής,  αποτελεί  το  «παλιό που προβάλλει και προβάλλεται ως νέο». Δηλαδή, η ΧΑ στην Ελλάδα, όπως και όλες οι υπόλοιπες φασιστικές-νεοναζιστικές ομάδες, κόμματα, γκρουπούσκουλα τα οποία δραστηριοποιούνται σε ολόκληρη την Ευρώπη, (και όχι μόνον), αποτελεί ένα ιστορικό υποκείμενο, το οποίο μπορεί να προσδιοριστεί με αντικειμενικούς όρους. Οι φασιστικές, ναζιστικές, μισαλλόδοξες , ρατσιστικές και σοβινιστικές φωνές, πρακτικές και αντιλήψεις, έχει παρατηρηθεί διαχρονικά ότι, ευδοκιμούν και αναπτύσσονται όταν υπάρχουν συγκεκριμένες κοινωνικοοικονομικές και κοινωνικοπολιτικές συνθήκες. Συγκεκριμένα, το φίδι εμφανίζεται στεντόρειο και δυνατό, σε περιόδους οικονομικής, πολιτικής και κοινωνικής κρίσης. Ωστόσο, το φίδι, εκκολάπτεται ΣΥΝΕΙΔΗΤΑ σε περιόδους κοινωνικής άπνοιας. Ο λόγος της ύπαρξης του φιδιού λοιπόν, όπως η ίδια η ιστορία έχει δείξει, είναι πέρα για πέρα συστημικός. Με άλλα λόγια, αυτοί που το εκκολάπτουν, δεν το κάνουν τυχαία. Η ύπαρξη του εξυπηρετεί την εκάστοτε άρχουσα τάξη. Η ισχυροποίηση αυτών των δυνάμεων, ουδέποτε είχαν ως στόχο τους την αμφισβήτηση του υφιστάμενου κοινωνικοοικονομικού-κοινωνικοπολιτικού συστήματος. Με την φράση κοινωνικοπολιτικό-κοινωνικοοικονομικό σύστημα, προσδιορίζεται ο υπάρχων συσχετισμός, δηλαδή, τα πάντα είναι σχεδιασμένα για να υπηρετούν το κέρδος, αδιαφορώντας για τις πραγματικές ανάγκες αυτών των οποίων παράγουν τα πάντα.
Κατά συνέπεια, η ΧΑ, και η κάθε ΧΑ σε όποια χώρα και να δραστηριοποιείται δεν αποτελεί μόδα εποχής, ούτε  λάθος της στιγμής. Η ύπαρξη και ο ρόλος της εξυπηρετεί μία συστημική αναγκαιότητα. Εδώ ασφαλώς και πάλι κάποιοι φίλοι, θα μπορούσαν να μου αντιτείνουν την άποψη ότι είναι και τα δύο. Και μόδα της εποχής, αλλά και δημιούργημα κάποιων για να εξυπηρετήσουν τους σκοπούς τους πιο εύκολα. Ωστόσο με την σειρά μου θα αντιτείνω την εξής επερώτηση: Εάν αποδεχτούμε ότι ή ΧΑ και η κάθε ΧΑ, ότι είναι μία μόδα της εποχής, τότε αυτό συνεπάγεται ότι,  …άνοιξε το χρονοντούλαπο της ιστορίας και βγήκε από μόνη της? …ή μήπως ποτέ δεν μπήκε σε αυτό το ντουλάπι?
Άρα αγαπητοί φίλοι που ενθουσιαστήκατε με την διαγραφή του προφίλ της ΧΑ από το φατσοβιβλίο, σας καλώ να προβληματιστείτε κατά πόσον αυτή η εξέλιξη είναι τόσο σοβαρή. Προσωπικά, για να είμαι ειλικρινής, όταν ξεκίνησα να βλέπω τις διάφορες αντιδράσεις άρχισα ακούσια να  γελώ. Ωστόσο, στην πορεία, το γέλιο μου σε συνδυασμό με την έκταση που πήρε το θέμα, μετατράπηκε σε έντονο προβληματισμό. Ο προβληματισμός αυτός δεν οφείλεται σε όποιου είδους αυταπάτες...αλλά στην  κατάντια που έχει επέλθει στην βάση της κοινωνίας μας (τοπικά, περιφερειακά  και παγκόσμια…). Αυτή η κατάντια είναι η αλλοπρόσαλλη συμπεριφορά, το ευμετάβλητο ασυνεπές κριτήριο, οι αλλοτριωμένες αναλήψεις, και η ανάγκη μας αντί για ουσιαστικό διάλογο, να προτιμούμε την ανταλλαγή συνθημάτων, εικόνων, φανατισμού, ημιμάθειας. Ασφαλώς, η προτίμηση, υποδηλώνει γνώση, άρα και αντικειμενική δυνατότητα επιλογής. Στην περίπτωση μας ωστόσο, πολύ αμφιβάλλω εάν και κατά πόσον, όλα αυτά είναι θέμα προτίμησης ή απλώς…εάν ως εδώ μπορούμε…ή εάν ως εδώ μας έμαθαν να μπορούμε.

Περί Κυβέρνησης Εθνικής Ενότητας και Σωτηρίας

Με ιδιαίτερο προβληματισμό παρακολουθώ τις τελευταίες βδομάδες την συζήτηση που εξελίσσεται γύρο από το ζήτημα των προεδρικών εκλογών του ερχόμενου Φεβρουαρίου. Τα μέχρι τώρα δεδομένα που έχουν διαμορφωθεί είναι λίγο πολύ γνωστά σε όλους. Ο Νίκος Αναστασιάδης, υποστηριζόμενος από το κόμμα του, και την πλειοψηφία της ηγεσίας του ΔΗΚΟ, ο Σταύρος Μαλάς υποστηριζόμενος από το ΑΚΕΛ, ο Γιώργος Λιλλίκκας υποστηριζόμενος από την ΕΔΕΚ, και διάφορες άλλες υποψηφιότητες χωρίς κομματική υποστήριξη.

Κυρίαρχο ζήτημα των τελευταίων ημερών αποτελεί η επισημοποίηση της υποστήριξης του ΔΗΚΟ στον κύριο Αναστασιάδη. Με βάση τις επίσημες τοποθετήσεις και ανακοινώσεις από πλευράς ΔΗΚΟ, το κόμμα αποφάσισε την υποστήριξη της υποψηφιότητας Αναστασιάδη, ούτος ώστε να επιτευχθεί μια "Κυβέρνηση Εθνικής Ενότητας και Σωτηρίας", η οποία αποτελεί κοινό στόχο και επιδίωξη  για τα δύο κόμματα.

Κατά συνέπεια, η πρώτη ερώτηση που προκύπτει είναι τι ακριβώς εννοούν με τον όρο εθνικός/εθνική/εθνικού. Η επίκληση του όρου έθνος, προσδιορίζει την ενότητα, την σωτηρία, ή και τα δύο? Επιπλέον, σε κάθε περίπτωση, προκύπτει και η αναγκαιότητα για προσδιορισμό των εννοιών Ενότητα και Σωτηρία. Με άλλα λόγια, ενότητα ποιανού? και σωτηρία ποιανού από τι?

Εάν στόχος είναι η εθνική ενότητα, εννοείτε αγαπητοί κύριοι του ΔΗΣΥ και του ΔΗΚΟ, ότι η μέχρι τώρα πολιτική ηγεσία ήταν αντεθνική ή /και ζημιογόνα για το έθνος? Γιατί? Εκχώρησε κανείς κυριαρχικά δικαιώματα ή έφερε κανένα ξένο στρατό στο νησί? Θα προσεγγίσουμε μήπως και ελληνικά κόμματα για επίτευξη περεταίρω συγκρίσεων? Μήπως εννοείτε κρατική ενότητα? Έχω μπερδευτεί! Εννοείτε να ενωθείτε για να αντιμετωπίσετε τα προβλήματα που απασχολούν τον κόσμο, όπως η λύση του Κυπριακού, αλλά και η επίλυση των μεγάλων οικονομικών προβλημάτων?

Εάν ναι, στο Κυπριακό τι επιδιώκουμε? Ε? Θα μου πείτε λύση, μια λύση με το σωστό περιεχόμενο. Πραγματικά προσπαθώ να κατανοήσω την "νέα" σας θέση αλλά δυσκολεύομαι. Σας άκουσα να λέτε ότι ακόμη και το ΕΥΡΩΚΟ μπορεί να συνεργαστεί μαζί σας, μιας και δεν υπάρχει πουθενά αναφορά στη ΔΔΟ ως τη μορφή λύσης που επιδιώκουμε ή μάλλον επιδιώκεται. Τότε τι επιδιώκουμε, ή μάλλον επιδιώκεται? Ευρωπαϊκή Λύση? Μήπως Αφρικανική? (Άλλωστε, ο Αγιατολάχ, ο αρχιεπίσκοπος καλέ…,ήδη έχει δηλώσει ότι μέχρι και μαύρο θα ψήφιζε…). Μήπως, όντος επιδιώκεται μια χαλαρή ομοσπονδία με στοιχεία συνομοσπονδίας όπως για αρκετό καιρό ο Mister Πολυσυλλεκτικότητα προωθούσε?  

Στην Οικονομία? Ποία είναι τα προβλήματα που ο κόσμος αντιμετωπίζει ε? Αποτελεί πρόβλημα του κόσμου το γεγονός ότι, μερικές εταιρείες (ξέρεται…φίλων σας είναι, ή ακόμα και δικές σας), έχουν μείωση καθαρού κέρδους? Δηλαδή, αποτελεί πρόβλημα των εργαζομένων το ότι, μερικοί εν χριστό αδελφοί, συμπατριώτες, ...και οι εταιρείες τους κερδίζουν 199 εκατομμύρια αντί 200 τον χρόνο? Το βασικότερο πρόβλημα που αντιμετωπίζει ο τόπος λέτε ότι είναι οι διαρθρωτικές ανωμαλίες. Τα βαφτίζεται όλα δημοσιονομικά προβλήματα, λέτε ότι, μάθαμε να ξοδεύουμε περισσότερα από όσα παράγουμε. Δηλαδή, ότι γενικά λένε σε όλους του ευρωπαϊκούς λαούς, οι διάφοροι συνάδελφοι σας.

Ναι! Έχετε δίκαιο. Απόλυτο δίκαιο! Ποιος τολμά να το αμφισβητήσει?  Πια ανεργία, πια ακρίβεια, πια αβεβαιότητα? Μήπως υπάρχει κανένας άνεργος? Καμιά οικογένεια πού δεν τα βγάζει πέρα μήπως? Ε, ναι! Αλλά, οι ξένοι, τα επιδόματα, οι Τουρκοκύπριοι που έχουν δωρεάν ρεύμα… το σπάταλο κράτος… τα μετρά που δεν πάρθηκαν έγκαιρα γιατί λόγο των ιδεοληψιών της Κυβέρνησης… α, και… ναι υπάρχει και η κρίση. Η χρηματοπιστωτική, η κρίση χρέους, η κρίση που δημιούργησαν οι κακοί χειρισμοί…ή που είναι  τεχνητή…ψεύτικη.  

¨Όχι κύριοι, η κρίση είναι υπαρκτή, βίαιη, και καταστροφική. ¨Όχι για όλους μας βεβαία. Για κάποιος αποτελεί ιδανική ευκαιρία…  Η παγκόσμια οικονομική και όχι χρηματοπιστωτική κρίση, έχει προκύψει όπως και οι προηγούμενες μεγάλες κρίσης, από την ίδια την φύση του συστήματος. Ενός συστήματος που υπάρχει για να υπηρετεί (με την δική σας πάντα στήριξη), το κέρδος και όχι τις κοινωνικές ανάγκες.  Όσον αφορά τους μετανάστες, "παράνομους" και νόμιμους, είναι νέο φαινόμενο? Είναι μήπως Κυπριακό φαινόμενο? ¨Όχι? Ε τότε γιατί ξεχνάτε να το πείτε? Τώρα όσο αφορά τα "τσεκκούθκια" αλλά και το δωρεάν ρεύμα, πραγματικά βαριέμαι αφάνταστα… Σιγά-σιγά και ο κόσμος άρχισε να καταλαβαίνει τι είναι αλήθεια και τι όχι.   Ωστόσο, για να επανέλθω στο θέμα του μεταναστευτικού προβλήματος, είναι για αυτό το λόγο που έχετε ΝΑΤΟλαγνικές  φαντασιώσεις?  Θέλετε να συμμετέχουμε και εμείς στην διάδοση της δημοκρατίας στους διάφορους λαούς? Οι στρατιές προσφύγων που θα προκύψουν από την "νατοϊκή επιβολή δημοκρατίας", δεν θα οξύνουν το πρόβλημα? Αλλά τη σας λέω, εδώ η αγαπημένη σας ΕΕ έχει στα σκαριά την βελτιωμένη εκδοχή της "οδηγίας για την απόσπαση των εργαζομένων"! …συνεπώς το νέο σκλαβοπάζαρο φτηνών και ευέλικτων εργαζομένων μπορεί να στελεχωθεί από ντόπιο Ευρωπαϊκό δυναμικό.

 Κλείνοντας, αφήνοντας (για την ώρα) τα πιο πάνω, έχω ακόμη μία απορία. Στις διάφορες δημοσκοπήσεις ο κος Αναστασιάδης λαμβάνει ένα ποσοστό πέριξ του 35-37 %, ενώ το άθροισμα των δύο κομμάτων υπερβαίνει το 50% του εκλογικού σώματος. Βεβαία, οι δημοσκοπήσεις αυτές, έγιναν πριν την επισημοποίηση του χρίσματος από το ΔΗΚΟ, ίσως και του ΕΥΡΩΚΟ. Ωστόσο, πώς γίνεται ο Mister Πολυσυλλεκτικότητα να "μαζεύει" τους ψηφοφόρους του κόμματος του συν 2% περίπου από το υπόλοιπο περίπου 20% των τριγύρω? Μήπως προσπαθείτε/αι να μας πείσετε/αι με το ζόρι ότι ο κος Αναστασιάδης είναι πολυσυλλεκτικός? Σε κάθε περίπτωση, εγώ προσωπικά δεν την θέλω τέτοια σωτηρία!  Εκτός βεβαία και εάν μιλάτε για την Σωτηρία… Μπέλλου! Τότε απολογούμαι εντόνως! Αλλά και εσείς ρε παιδιά…δεν λέτε κουβέντα! Μήπως κρατάτε μυστικά και ντοκουμέντα?

Στον Απόηχο των Εκλογών της 6ης Μάιου.

Ένας έντονος διάλογος έχει αναπτυχθεί τις τελευταίες δύο ήμερες τόσο στα διάφορα MME όσο και στους χώρους κοινωνικής δικτύωσης, σχετικά με το αποτέλεσμα των ελληνικών  εκλογών της 6ης Μάιου.  Στις συζητήσεις μεταξύ διάφορων-επώνυμων και μη, παρατηρείται η έντονη απογοήτευση, έκπληξη και απορία, για το πώς είναι δυνατόν η «νέο»-ναζιστική (και όχι ακροδεξιά) «γκρούπα» της Χρυσής Αυγής, να έχει λάβει ένα ποσοστό της τάξης του 7%, ήτοι περίπου μισό εκατομμύριο(!) από τις ψήφους του Ελληνικού Λαού.

Παράλληλα, ιδιαίτερη αναφορά γίνεται στο «τέλος εποχής», λόγω της κατάρρευσης του λεγόμενου «δικομματισμού», αλλά και στην «προοδευτική στροφή» μεγάλης μάζας της ελληνικής κοινωνίας, ελέω της ενίσχυσης των λεγόμενων «αντιμνημονιακών δυνάμεων». Όντως, στα εκλογικά αποτελέσματα αναντίλεκτα αποτυπώνεται ο κατακερματισμός του προηγούμενου μοντέλου διακυβέρνησης και της εναλλαγής μεταξύ ΠΑΣΟΚ-ΝΔ, μιας και από το 79% που είχαν συνολικά στις εκλογές του 2009, σήμερα τα δύο κόμματα βρίσκονται στο 32%.  

Από την άλλη πλευρά, τετραπλασιασμός της εκλογικής επιρροής του ΣΥΡΙΖΑ, από το 4.6% στο 16.7%, το διψήφιο ποσοστό (10.6%) των νεοσύστατων Ανεξάρτητων Ελλήνων (του πρώην Νεοδημοκράτη Πάνου Καμένου και του πρώην Πασόκου Γιάννη Δημαρά), η κατά μερικές δεκάδες χιλιάδες ψήφους άνοδος του ΚΚΕ (από 7.4% σε 8.5%) αλλά και το διόλου ευκαταφρόνητο 6.1% που εξασφάλισε η ΔΗΜΑΡ (του πρώην Συριζαίου Φώτη Κουβέλη), διαμορφώνουν ένα νέο εξαιρετικά ποικιλόμορφο-πολύχρωμο πολιτικό σκηνικό.

Με βάση τα πιο πάνω στοιχεία, το ερώτημα που προκύπτει είναι κατά πόσον η αλλαγή στο πολιτικό σκηνικό, και τους παραδοσιακούς συσχετισμούς, θα οδηγήσει και σε ουσιαστική αλλαγή πολιτικής, με νέες, ελπιδοφόρες προοπτικές. Απάντηση σε αυτό το ερώτημα μπορεί να δοθεί, με την παράθεση μερικών βασικών δεδομένων.  Μεταξύ άλλων, σε αυτά δεδομένα συγκαταλέγονται οι παραδοσιακές αλλά και οι προεκλογικές τοποθετήσεις, στόχοι και επιδιώξεις των διαφόρων κομμάτων.

Συνοπτικά, το ΠΑΣΟΚ, η ΝΔ και μέχρι πρόσφατα το ΛΑΟΣ, υπερασπιζόμενοι τις ακολουθούμενες πολιτικές, ξεκαθάριζαν ότι η συνέχιση των σκληρών μέτρων και του Μνημονίου είναι μονόδρομος για την αποφυγή της χρεοκοπίας, ενώ αδιαπραγμάτευτο δεδομένο αποτελεί ακόμα η παραμονή σε ΕΕ και Ευρωζώνη. Από πλευράς των αντιμνημονιακών δυνάμεων, ΣΥΡΙΖΑ, ΔΗΜΑΡ και Ανεξάρτητοι Έλληνες, υπήρχε επίσης ως κοινή συνισταμένη η παραμονή της Ελλάδας στην ΕΕ αλλά και στην Ευρωζώνη, ωστόσο, με διακηρυγμένο στόχο την επαναδιαπραγμάτευση του Μνημονίου ούτος ώστε να  επιτευχθούν ευνοϊκότεροι όροι αποπληρωμής του χρέους. Παράλληλα, το ΚΚΕ, άσκησε έντονη κριτική στην δημιουργία του ψευδεπίγραφου διλήμματος «Μνημόνιο-Αντιμνημόνιο», εκφράζοντας την άποψη ότι το πρόβλημα δεν είναι το μνημόνιο αλλά  οι πολιτικές που οδήγησαν σε αυτό, άρα η επαναδιαπραγμάτευση εντός ΕΕ αποτελεί αυταπάτη και εμπαιγμό του Λαού. Στην περίπτωση της Χρυσής Αυγής, τα δεδομένα διαφέρουν ελαφρώς μιας και η προεκλογική τακτική της εν λόγω «γκρούπας», σε συνδυασμό με το σιγοντάρισμα από κάποια ΜΜΕ, ήταν βασισμένη στον λαϊκισμό και στην καλλιέργεια ρατσισμού και σοβινισμού προς ενός τμήματος του Λαού.
   
Κατά συνέπεια, τα σοβαρά ερωτηματικά που δημιουργεί το εκλογικό αποτέλεσμα είναι πολλά και οι επόμενες μέρες θα αρχίσουν να τα «απαντούν».  Ωστόσο, λαμβάνοντας υπόψη τόσο τις προαναφερθείσες τοποθετήσεις και διακηρυγμένους στόχους των κομμάτων, όσο και τα διάφορα ιστορικά διδάγματα  που προκύπτουν από πανομοιότυπες συνθήκες (π.χ. η ανάδυση του Χίτλερ στην Γερμανία, αλλά και η ισχυροποίηση των Λεπέν στην Γαλλία), το άμεσο μέλλον επιφυλάσσει, δυστυχώς,  δραματικές ενδεχομένως εξελίξεις. Μια ενδεχόμενη αποτυχία της προοδευτικής, σοσιαλδημοκρατικής, αντιμνημονιακής, φιλοευρωπαϊκής, αριστεράς, κεντροαριστεράς και κεντροδεξιάς, να επιτύχει την βελτίωση του καταρρακωμένου βιοτικού επιπέδου του Λαού, θα οδηγήσει και στην έντονη απογοήτευσή του. Αυτή η απογοήτευση, μπορεί να οδηγήσει σε δύο πιθανά σενάρια. Στην περεταίρω ριζοσπαστικοποίηση  ή συντηρητικοποίηση του Λαού. Με άλλα λόγια, εάν οι προεκλογικές προβλέψεις του ΚΚΕ ότι, τα λεγόμενα αντιμνημονιακά κόμματα εμπαίζουν τον Λαό καλλιεργώντας αυταπάτες περί καλύτερης διαχείρισης της εξουσίας, τότε η απογοήτευση ενδεχομένως να φέρει την συντηρητικοποίηση στην κοινωνική βάση, με τα ποσοστά της Χρυσής Αυγής να παίρνουν για τα καλά την ανιούσα, χωρίς κανείς να μπορεί να προβλέψει τα αποτελέσματα. Ωστόσο, αυτή η εξέλιξη, μπορεί να αποτραπεί, από ένα μαζικό, οργανωμένο, λαϊκό κίνημα, το οποίο με τα ριζοσπαστικά του αιτήματα και διεκδικήσεις θα αποτελέσει το ισχυρό αντίπαλο δέος κατά των νέων (προαποφασισμένων) μέτρων που έρχονται,  ανοίγοντας, κόντρα στις ροζ αυταπάτες, πραγματικά νέες προοπτικές για τον Λαό.

The Austerity Measures in Greece and the Economic Crisis

Introduction
A great deal of ink has been used in the last four years to consider, analyse or simply to describe the current global economic crisis. The simplest and most understandable statement, derived from the beginning of the last century, which could describe eloquently and concisely the global economic crisis comes from Keynes: “If you owe your bank a hundred pounds, you have a problem. But if you owe a million, it has”.[1]
The global economic crisis could be characterised as a momentous event, which has influenced the economic, social, and broader political realities to a large extent worldwide. In the case of the Greek economy, a variety of factors have led to the creation of an economic chaos where the austerity measures and other similar policies are used to address the problem of economic recession.[2]
This essay attempts to examine and analyse this issue in order to answer the question of whether the austerity measures and the privatisation policies are ideal solutions for tackling the crisis. In the first part the term “economic crisis” shall be defined in order to clarify our terminological basis. Thereafter, the second part will present a brief historical background of past crises while it will also set this essay’s theoretical framework. In the third part there shall be examined, first, the new economic agenda that emerged from the outbreak of the economic crisis of 2008; subsequently there will be analysed the crisis in Greece and the implemented policies; and finally it will include a discussion about the possible future scenarios.
Definition
Semantically/conceptually, “crisis” as a term had first occurred in medical science, by Hippocrates, to define a state of organ dysfunction.[3] Throughout the years, the terminology was transferred to several other scientific fields such as psychology, political science, and sociology. In economics, the term “economic crisis” was first utilised by Karl Marx so as to characterise the period where there is large-scale destruction of the economy’s productive forces.[4]
Paradoxically, a formal definition which could describe the Global Economic Crisis does not exist as a timeless phenomenon or as a specific issue of the contemporary global economic agenda. The main reason for this paradox is the fact that the existence of several and different ideological and socio-economic approaches.[5] However, an economic crisis could be described as a phenomenon whereby an economy encounters a sustained and significant decline in economic activity. Economic activity includes a number of macroeconomic aggregates such as employment, national product, prices and investment. Thus, as mentioned above, when strong mobility is observed in one of these indicators, then all the others may be altered as well. In other words, the economic crisis is the culmination of economic fluctuations and in particular the steep descent and the continuous decline in economic activity.
A Brief historical overview of previous crises
The economic crisis as a phenomenon is not something new; throughout the years it has happened several times, either on micro or macro level. From that perspective, in order to approach the causes that led the Greek economy to the crisis, and better analyse and critique the undertaken countermeasures, there shall be given a brief historical overview of two previous major crises. Initially there shall be examined the Great Depression that started in the USA in 1929, since it has seriously influenced the international financial system, and secondly the 1999 financial crisis in Argentina; the latter is an ideal example since it is very similar to the Greek one.
The great crisis (depression) of 1929 has perhaps the most commonalities with today’s global crisis than any other. One of its main causes was, primarily, the imbalance in the U.S.’s economy, which resulted from the relative overproduction of raw materials for agricultural products.[6] This resulted in the falling of prices, the reduced purchasing power of farmers, and the massive industrial investment in sectors such as cars production and electrical appliances. The second key factor that led to the crisis of 1929 was the fact that the international economy was already fragile and weakened due to the First World War and the American “protectionism”; furthermore, the demand for immediate repayment of all loans that were given to European countries had further aggravated the problem.[7] Eventually, the domino collapse of enterprises and banks had effectively brought the global economic recession.[8]
In the case of Argentina, the situation differs slightly. In short, the reasons behind the crisis and the subsequent bankruptcy include a set of internal and external factors. More than any previous crisis, the case of Argentina has a lot in common with that of Greece. Although they are geographically located in completely different areas and with totally different conditions, the two countries have identical historical experiences such as the military dictatorships of the 70s. Several scholars argue that this element in parallel with the subsequent problematic governance may have been the main cause of the economic recession in both Argentina and Greece.[9]
The middle class in Argentina from the early 1930s to the beginning of the dictatorship was one of the most populous and economically most prosperous worldwide.[10] By the end of the dictatorship and the beginning of the new liberal era, the expectations for a new country that would be politically and economically strong began collapsing. In terms of political economy, by 1983 and onward all the governments implemented policies that led to a swelling budget deficit and foreign debt while the phenomenon of tax evasion and capital flight abroad was growing rapidly, thus impairing the balance of payments. As a consequence, the great financial crisis of 1999, burst out. Two of the fundamental measures implemented by the Government of Argentina were the privatization of large state enterprises and the consecutive austerity measures which were established in cooperation with the IMF. Katz, describes the situation vividly as follows: [11]
“Because of the impact on the public of the failure of Aerolineas, the national airline of Argentina, some neo-liberals have begun to accept the idea that, in their words, ‘badly carried out privatizations’ have contributed to the present crisis. But what happened to this airline company is a typical case of fraudulent depletion of funds and cannot be classified, correctly or incorrectly, in terms of just a ‘giving away’ of a public asset.”
Theoretical framework
A key question that should be answered is “which are the factors (both objective and subjective) that could lead a country to an economic crisis?” This question constitutes an object of intense debate and disagreement between scholars of different economic ideological approaches.[12]
Both in the case of the global economic crisis and the Greek crisis there could be used analytical tools from various theories of political economy. The basic tool used by all scholars regardless of ideological approach, for the identification and analysis of economic processes, is the theory of the economic cycle (or Business cycle) which consists of two interdependent stages: economic growth (development), which includes the stages of recovery and the super “heating”; and the economic descent to crisis, which includes the stages of the downturn and recession.[13]
The predominant theory upon which the political and economic global developments were based for several decades (early 20th century) was liberalism and later (late 20th century) its modernized version, neo-liberalism. In theory, liberalism, examines the global political economy through the prism of self-regulated free-market; in other words, freedom of economic activity between the various economic actors, without a priori planning, pre-decided strategies or guidance and restrictions from the state. The operating regime of the global financial system should operate in a self-regulatory framework, whereas trade, banks, transactions and the movement of capital should be carried out unregulated and autonomous, both by the states and international organizations. Beyond the principles of operation that would be applied for the orderly and healthy function of the global system, the main new element that the neoliberal theory introduces is the one of efficiency; therefore, states and non-state actors and multilateral originations should be able to confront and reassess with moderate interventions, the relationship between production-efficiency[14].
On the other hand, the Marxist theory, in contrast to the basic principles of liberal theory, places the debate within the framework of the intra-systemic antagonisms of the capitalist system and large contradictions created by the unregulated production. The analysis of Marxism is based on the dialectical relationship between the historical evolution of economic classes and the confrontation between capitalists/bourgeoisies and proletarians. As opposed to liberalism and what Smith advocates, Marxists argue that the “invisible hand” could not self-regulate the market by itself, due to the free competition; contrary it would deepen the divisions between the socio-economic classes. Ultimately the most likely outcome would be an unavoidable conflict between employers and employees.[15]
An equally fundamental approach to questions related to the current economic climate, is the theory of Keynesianism. As a classical economic theory, Keynesianism is being used frequently in recent years because it combines, to a certain extent, some aspects of other theories such as Marxism and liberalism. In essence, for Keynesianism, redistribution should be derived from a portion of wealth and returned in the form of allowances to low income groups in order to avoid the turbulence that Marxism describes. In periods of crisis, in particular, tax increasing policies should not be imposed, instead, the economic gap that separates the socio-economic groups would be better managed through allowances policies, without that meaning a total redistribution of wealth, as the Marxist theory dictates.
Despite the fact that there are various theoretical considerations, perceptions, and approaches, they could only be applied to real circumstances.[16]
The global Economic Crisis of 2008
Chronically, the outset of the global economic-financial crisis could be traced in early 2008, when the American investment bank “Lehman Brothers” suffered a collapse due to the unstable balance between efficiency and liquidity-ownership of title deeds by soft loans.[17]
Although this was not the cause of the crisis it provided the conditions for it. The causes which have led to this economic crisis are very similar to the causes of the global financial crisis of 1929 (the great depression), namely the uncertain balances which have been developing between supply and demand, combined with other factors such as hyper-accumulation capital, ultra-investment and under-consumption have caused the alteration of the “economic cycle”. The large differences between the crises of 1929 and 2008 crisis are the depth, intensity, size, and speed with which it has spread worldwide.[18]
Unlike the crisis of 1929, the current crisis presents unprecedented elements thus changing the balance, not only on the financial level, but in all aspects of a state’s contemporary policy-making.[19] Specifically, the new working conditions have influenced all countries without exception, creating two major economic categories: countries situated under the supervision of the IMF or other international organizations for various reasons and countries that operate, at least temporarily within an autonomous economic policy framework.
This phenomenon is a product of the different sizes and roles that the various states have to play in the international economic system. It is no accident that both categories of states have similarities regarding the undertaken measures. On the other hand, traditionally powerful economies such as Germany, have adopted great financial changes (while having undertaken new even tougher measures), with unfortunate consequences for the wider working group and favourable to every major company; the US, after being faced with the risk of bankruptcy had started a nationalisation policy. Similar policies have been followed by the Irish government, in terms of some of the largest banks in Ireland, while it also announced state guarantees on existing deposits.[20]
Meanwhile, in countries like Greece, Spain, Portugal, and Hungary painful measures were introduced gradually at the pre-crisis period and they intensified during the crisis.
The crisis in Greece and the implemented policies
There are several and different ways to approach a political, social, or economic issue, both in terms of its explanation and analysis. In this regard, the case of the Greek economic crisis would be difficult to be an exception to this rule.[21] The different views on the Greek economic crisis could be divided into two broad categories: whereas the first would include the Greek Government, IMF, EU and the supporters of the various measures, which are already being applied, the other group would include a number of political or ideological opponents, who oppose the implemented policies for one reason or another.[22]
The analysis of the policies that have been followed to tackle the economic downturn in Greece would reveal the causes which have led to the deep economic and financial crisis of its economic system.[23]
At this point, it would be very helpful to mention that Greece comparatively with other countries in recent decades has been one of the most developed countries in the region of Eastern Europe, with high living standards and large income from tourism and nautical sector.[24] However, despite the high GDP (gross domestic product), at the same time, there could also be observed increasing tendencies in a number of negative elements such as the high unemployment and public debt. Gradually, the framework within which the Greek economy has evolved has been affected both from rapid extrinsic and intrinsic changes, thus leading to the crisis.[25]
According to the views of ‘key-actors’, such as the Greek government, the IMF, EU and a number of scholars both within Greece and internationally, the fundamental cause of the recession was the inability to address the long-term and the structural problems in the public sector.[26] More analytically, the unaccountability of the state institutions led the public and the wider semi-public sector to great economic wastefulness.[27] These, combined with the low tax revenues and cronyism, have raised the public debt to uncontrolled levels. Additionally, the disproportionate increase in production costs relative to productivity caused a reduction of the Greek economy, both within the EU and worldwide.[28] In terms of political economy, those figures could be responsible for overthrowing the current account balance, namely the simultaneous compression of the government’s ability for flexible movements or other alternatives beyond the start-tax measures. In other words, the large changes to the economic indicators have been altered with the advent of the crisis.[29]
Further to the discussion about the causes of the crisis, the identification and analysis of the measures that have been applied before and during the course of the crisis is of significant value. Although the Greek economy it faces timeless malfunctions, it is very similar to many other EU member states, whether members of the Eurozone or not. Consequently, the measures applied in Greece should be identical to those applied in the EU and Eurozone member states.[30]
Instead, the measures obtained in Greece, are harsher compared to other countries in the region and worldwide. Several austerity measures had begun to be implemented well before the advent of the medium-term stability program by the EU and through the IMF memorandum. Thus, the argument of a number of political and economic analysts that in order for clear and secure conclusions to be exported the data analysis should start from the pre-crisis era, it is very logical.[31]
Furthermore, the official position expressed by political officials of the EU, IMF and the Greek Government is based on the same policy which has been followed so far. The austerity measures, as they claim, are unfortunately the only way for addressing the immediate difficulties. The situation that has been developed in the last decades in Greece is dramatic; hence the receiving direct structural changes are necessary to enable the country avoid worse possible adventures such as bankruptcy.[32]
Consequently, it is clear, based on the above political points of view, that there is no way for Greece to avoid the unsustainable measures. Surprisingly, this seems as an ideal paraphrasing of the famous declaration which had been reported by Thatcher: “There Is No Alternative” (T.I.N.A); this banner accompanied a number of neoliberal policies in the UK.
In contrast to the above views, several scholars, researchers and politicians in and outside Greece, express a completely different approach to the whole issue. According to their views, the debate and the parallel application of certain measures had started before the outset of the economic crisis and before the revision of the financial indicators of the Greek economy.[33] Consequently, the whole issue is much deeper and multidimensional. The essence of the matter lies neither in the restructuring of Greece’s indebtedness, nor solely in the current crisis; it lies in a well-shaped strategy that is being followed throughout Europe, both in the countries members of the Eurozone such as Germany and non-members as Great Britain[34].
According to this view, the memorandum that was agreed between the IMF and the Greek government was simply a way to accelerate the implementation of the predetermined measures. The financial crisis was simply the excuse. These measures could be better explained if the revised “Lisbon Strategy” and the new EU long-term strategy, “EU-2020”, are taken into account.[35] Specifically, this view is based on two pillars: firstly on the cheaper labour power, in order for the EU to be able to compete effectively other emerging economies such as China, and secondly on the essential feature that shows the temporal policy that is being implemented by given governments in favour of large multinational companies, through various favourable tax, and also the compression of micro-enterprises.[36]
The effect of these policies is the current economic downturn which was not caused by the lack of capital; in contrast, it occurred from the over-accumulation of capital.[37] That happened precisely because the excessive profits of the large companies are unable to find profitable new outlet for fitting. Subsequently, upcoming developments are likely to lead in a long-lasting Memorandum, not only in Greece but also in countries with balanced financial performance in order to primarily avoid any risk of decline and secondarily to maintain the healthy competitiveness within the free market.[38] A remarkable fact, cited by proponents of this position is that several major Greek companies and banks, five years prior to the crisis, had total profits of more than 50 billion, whilst during the global economic crisis, only in 2009, their total profits amounted up to 15 billion.[39]
The various scenarios
Given all the previously mentioned data, it could easily be understood that the situation of the Greek economy is extremely critical. Both before and during the global economic crisis, a great number of austerity measures has been implemented in Greece, initially by the government, and subsequently by several “stimulus packages” which had been jointly agreed by the IMF and the EU such as the ‘’Memorandum”.
A crucial question could be whether the measures and policies being followed in Greece by the local government in cooperation with the IMF and the EU are applied to address this economic crisis or whether they were predetermined, as several critics argue.[40] The answer to this question could bring together the key pieces of the puzzle. That is because the examination of the ways in which the measures have been designed and implemented, could lead to the better understanding both of the forthcoming developments and their effects.[41]
According to various elements, including a wide range of journalistic sources and official figures of the Greek Ministry of Interior, Economy, and Education, the retrenchment measures started materializing in the beginning of the previous decade. Thus, the planning of these policies had started during the pre-accession period of the Greek economy in the Eurozone, whereas during the official accession the predetermined policies had been fully implemented.[42]
Regarding the current circumstances, examining the new data from the IMF, the European Central Bank (ECB) and the rating agencies, the measures envisaged by the Memorandum, have not only failed to improve the situation of the Greek fiscal debt; instead, nearly all the economic indicators in the country have deteriorated.[43] Consequently, taking into account the resulting situation, the possible scenarios for addressing the worst new elements could be either a controlled bankruptcy or debt rescheduling. In both scenarios the consequences for the country’s financial system could be affordable and viable.
On the other hand, there is an increasing number of scholars with strong opposite views.[44] Some of them point out that an honest way to deal with the Greek economic crisis would be to hold a referendum or elections in order to give the Greek people the option to decide whether they agree with the government’s actions; they could of course disagree with the government and ask for early elections or alternative policies such as Greece’s withdrawal from the Eurozone, and autonomous return to drachma.
Conclusions
In summarizing the above, it becomes clear that both the austerity measures and privatization policies are not the ideal solutions for addressing Greece’s Economic Crisis. In contrast, these policies will not only lead the crisis to continuous recession, but they will also intensify it resulting in new negative developments, while an exit from the recession, in the medium term, is not a very plausible scenario.
As evidenced by the various approaches that have been presented, an ideal solution that would satisfy all sides does not exist. That is because a decision always depends on the ideological beliefs, goals, and perspectives of each individual – be it a scholar, a politician, or a government official. The only certainty is that the austerity measures are economically unsuccessful as well as absolutely unsustainable for the vast majority of the Greek people.
